I heard a lot of good things about TemplateMonster (http://www.templatemonster.com/), you make money by selling templates. You can just build a site like CoolestTemplates (http://www.coolesttemplates.com/), all contents are pulling out from TM server, all you need is create a layout for your site and try to promote them.

Yes TM is a very good affiliate program, I myself have a website selling their templates and it does quite well...
